City Attorney Isaac Tawil has extensive municipal, leadership and public service experience
McAllen Mayor Javier Villalobos and the McAllen City Commission are pleased to announce the selection of Isaac Tawil as McAllen’s next City Manager, following a comprehensive and competitive search. Tawil brings a wealth of experience in public administration, leadership, and community engagement to the role, as well as legal expertise.
Tawil has over 13 years of experience in municipal government, most recently serving as the City Attorney with the City of McAllen since 2021; before that, he led the department’s litigation efforts as an Assistant City Attorney for nine years. In both roles, he spearheaded numerous contracts that cemented economic development initiatives, furthered public safety agreements, improved infrastructure projects and financing, guided emergency management outreach and promoted international compacts, as well as representing the City of McAllen in civil lawsuits, while protecting taxpayers. His track record of fostering collaboration and driving innovation aligns perfectly with the City of McAllen’s commitment to enhancing the quality of life for all residents.

Tawil expressed enthusiasm about being named City Manager stating, “I am honored to have been selected as the next City Manager for the City of McAllen. This is a vibrant community with a rich history and a bright future, and I am eager to work with the City Commission and staff to build on the accomplishments for the benefit of our residents and visitors.”
Prior to working with the City of McAllen, Tawil worked in private practice.
Tawil earned a Bachelor of Arts in Psychology from the University of Texas at Austin and his Doctor of Jurisprudence from St. Mary’s University School of Law. Tawil is a member of and Past-President of Temple Emanuel. He is married with two sons and one daughter.
Tawil will officially assume the role on Friday, September 13, 2024, at 5:00 p.m., succeeding City Manager Roel “Roy” Rodriguez who has served the city with dedication and distinction for over 20 years in various capacities. The McAllen City Commission and staff extend their sincere gratitude to City Manager Rodriguez for his service and leadership.
The City of McAllen invites the community to join in welcoming Tawil at an upcoming reception on Monday, August 26, 2024 at 4:30 p.m., to be held at McAllen City Hall, Commission Chamber Foyer, 1300 W. Houston Ave., third floor, prior to the McAllen City Commission that evening.
